NATIONAL SOLID WASTE POLICY (PNRS): ANALYSIS OF THE SMALL AND MEDIUM DOOR MUNICIPALITIES LOCATED IN THE SOUTHEAST REGION OF PARANÁ

Abstract

The need to carry out the integrated management of Urban Solid Waste due to the increased generation of these materials, requires greater dedication from municipal administrations in the planning and realization of these services, especially after the publication of Law 12.305 / 2010, which deals with the National Policy of Solid Waste. In this sense, an important planning tool to be used by municipalities is the Solid Waste Management Plans. Therefore, the objective of the study was to analyze whether the Solid Waste Management Plans of small and medium-sized municipalities located in the Southwest of Paraná are in accordance with national policy. The methodology adopted was the qualitative analysis, in which we sought to identify the fulfillment of the 19 items present in Article 19 of the National Solid Waste Policy, through the analysis of the plans of each municipality. In the results obtained, it was noticed that none of the municipalities met all the items, the most complete being the municipal plan of Francisco Beltrão, in which 11 items were completely answered. It is noteworthy that in all the municipalities analyzed there are already initiatives by cooperatives and recycling associations. However, it is clear that municipalities still need to move forward in many aspects, since the Solid Waste Management Plan is the first step for integrated management at the municipal level to take place effectively, so it is essential that municipalities seek adjusts them to the present in Law 12.305 / 2010.
